Whtas the purpose of bulb 10 the 194/168 it doesnt project any light, am i the only one with low light visibility or is that just a celica thing?

They are your front "Parking Lights," also known as "Front Position Lamps." You also have a set of parking lights at the rear of your vehicle. This is not just a Celica thing. Most all cars have them. And its nothing new.

They are used to make a parked car more visible when its pulled over/not driving. They're used for when hazard lights do not make sense to use -- blinking hazard lights are a new thing, since the early 60s, iirc. In order to make sure your car is visible to any drivers that happened to be driving past, parking lights help your car to be seen from front or rear. If a headlight is out, they can help define the edges/rough width of your car. They’re also small and dim so they won’t use much power as your car sits there, parked. They are on when your vehicle is on, and off when either you turn them off or your vehicle is off.

What about the third brake light the one at the top of the hatch? Is that even a light? I haven't tried looking inside of it but I assume that's what it's supposed to be.

It looks like its all one piece. For this generation Toyota, that generally means it is an LED based system.

2003 celica gt-attempted to change hi beam bulbs-bulb broke socket shattered seems 1 rubber piece is missing from behind the bulb-where might a get a new socket and rubber piece so i can have it wired in-thank you in advance-please help-devastated here

Toyota Parts Department can order that piece for you. From the diagram above, tell them the "90075-" part number you need to replace.
