I've got two issues at hand here. For bulbs, I've heard about HID conversions, but I don't really wanna do all that. So, which bulbs would be the most like HID? 'Cuz I've heard that the MTECs look bright as hell, but on the road and in the rain, you can't see s***. That's no good to me; so anyone know any bulbs that reflect off the asphalt whether it's wet or not? And on the side skirt issue, yeh, my car looks fugly with those stock black skirts. Would my car look weird if I just got the TRD/WW side skirts? I mean, I like the front and rear already, so no sense in spending more money.

With my fog lights off and my imitation HID bulbs on, you can't really see them on the road if there is a lot of artificial light around because they are almost blue. To correct that I turn on my fogs with stock bulbs, and then I can actually see that my lights are on. If there is a lot of artificial light around you, then you shouldn't really need your lights, and if there isn't, then your imitation HID's will do the job.
As for the skirts, no, it wouldn't look weird with just the skirts and everything else stock. I think the back isn't worth spending money on to change, and the front could use a little work to make it look more aggressive, but they will do for now. I'd just put the skirts on and maybe get a TRD wing.

More blue or white color you go.. there will be less visible view... If you notice the street light more of them are orange/red color... it can cut through the fogs much better then white light... Stock Celica fogs has yellow lense there to shine yellowish light... which is design for foggy condition.. There isn't any conventional filement base bulb that can compare with HID... Overall.. just like MTec or any other "hyper light" would increase the brightness compare to stock.. so you'll have little better vew...
Side skirts might not flow well... but it's better to have the whole set...

i think you should get the sides if you want. its your car and you should do whatever you want with it. if you think it looks weird after getting the sides, you can always look around for a front to go along with them.

I agree with PIAAs to fix your light issues. As for the side skirts, have a body shop paint them to match the rest of your car, will not cost much.

Yeh, Redevil was right, looking @ the skirts for a long time made me realize the flow is all off. So, I just wanna get the stock skirts painted. Is this possible? Anyone know how much this goes for?
