Is it safe to take of the heat shield over the catalytic converter?

heat shield??? what car do you have? or do you mean the heat shield on the body above the cat convertor if so dont remove it! next time you drive your car put your hand on the floor or on the side of the center tunnel below the shift and see how it feels! if you move the shield it will get even hotter.(if its a celica of course you are refering to)
