Is this legal?
Is it legal for me not to use those bumper lights? My aftermarket bumper didn't have a place for them and i don't feel like putting them on, but if i get this car inspected, will it pass or will they fail me for not having those lights?

yes it is legal to not have them, but if you do have them, they must be amber in color on the road

for bumper lights, yes. now in different states you can have white or amber front turn signals, while rear turn signals must be red or amber
