Has anyone installed a "Tornado" in their car?

Has anyone installed a "Tornado", they are suppose to create a swirling motion forcing air around corners and bends and through Intakes, and there for increase gas mileage 7% to 24%, gain a 4- to 13-HP increase. If anyone has, have you noticed anything?

how can air spin before your throttle body...pas through your throttle body (which isn't just a hole) and go in your engine. THey dont work cause they hut the plate that moves in your throttle body.
