Ok, here goes.
I did a search but couldn't fin anything about this.

I read all this stuff about I/H/E, I got the AEM CAI and Invidia exhaust already.
I am thinking over my next power-mod.
Here in the netherlands the so-called chip-tuning or obd-tuning is very popular.
Especially turbo-engine can reach gains of 30% in hp and 20-
30% in torque.
This obd-tuning is something like rewriting the OBDII with new software which takes out certain limits on fuel pressure (if I recall correctly) and other things.

Well, since my car is just a GT with CAI and exhuast I reckon I should be around 155 (maybe 160) bhp (143 is standard here)
Costs about 500 euro (550 usd), about the price of an exhaust, but more gains.

Check the following list:
Toyota Celica 1.8 VVT-I (GT)
standard bhp 143
modified bhp 158
standard torque 170 (Nm!!)
modified torque 200 (Nm!!)

Toyota Celica VVTL-I (GTS)
standard bhp 180
modified bhp 215
standard torque 176 (Nm!!)
modified torque 205 (Nm!!)

The cool thing is the torque-curve is also reaching peaks a bit earlier (especially on the GT)
I am counting on about 175 bhp and 200 to 210 Nm (154 Lbft) torque

Is this not common in the US or not known?
Is it not legal?

yea theres tons of things about chips but i think they wouldn't work with our cars because of our gay little ECU

It's not a chip. it's a complete rewrite of the ECU.
It's completely new software for the engine management, not just some changed parameters which can/will detected and worked around
