Question about Celica GTS + Te37...

Hey guys I'm new to this forum, I'm from Thailand and I'm deciding about buyin a new rim for my 2003 celica gts.
My car hasn't been lowered and probably not gonna lower it.
Will a Te37 18"x9 +20 or +30 fit on both front and rear?
What about 18x9.5 +30 on both front and rear?
All of them with 225-40-18 or maybe 235-35-18.

Another question is that right now my rims are 17x8 with 215-40-17, will the 18s vastly slow down my car and increase my fuel consumption if I usually drive on highways at 120-140km/h everyday at about 100kilos a day.

And what about Te37 Superlap 18x8 Offset about 20-30 i think +225/40/18
