Dilemma

Heres my situation i have a WW front and a TRD rear that needs to be repainted.I got a quote for 300 just for the paint job. He wants an additional 100bucks for installation. Is it really that hard to install these things?Do i have to drill a hole on my stock bumper. Also the WW front already has holes in them because i bought it used.
