is your brother listed as a driver on your parent's policy? if not then I'd say they're ok. if he is on the policy, bring it to an attorney to try to get it reduced to a non-moving violation like a parking ticket (that's what I did to my speeding tickets when I used to get them hehe). good thing there was no accident. if he had not been on the policy and had been in an accident, the insurance company would have made your parents pay more for having him on the policy if he isn't already. or they might make you guys sign an exclusion preventing him driving the car with insurance from that company. that's just my reasonable guess.
