no the rear brake calipers are only controlled by the normal brakes (pedal) the e-brake is a cable that operates a drum-like brake on the inside of the rotor hat. trust me i've taken it apart and put it on my car myself.

from what you're saying you may have to check into both. try getting some new pads and check out those shoes in the e-brake system. or maybe you just need to retighten the e-brake line.
