I have a 2000 GTS and Ive heard a few people say they have recalls on the lift-bolts in the earlier GTS's... I was curious if my lift bolts went bad now since I no longer have the warranty, since they released a TSB, will they still fix the part for free? and if so, does this work for any TSB? and a third, are there any more TSB's for a 2000 GTS?

Just a plain old TSB without a recall won't cause a dealer to pay for lift bolt replacement on a car out of warranty (as far is I know). A TSB is really more of a notice to shops/dealers of particular problems to be aware of, and a "how-to" procedure to fix them. There are other TSBs; here's a link to ecel's list:
