broken windshield from highway debris...insurance fix?

my friend was driving on the highway and i think a rock flew into the windshield. It is cracked like a baseball flew into it. I heard that there is a federal law that requires insurance to replace front windshild no matter what without increasing premiums if it wasnt a collision. He also has the libiliy plan...i.e. lowest priced plan. So his car is not covered. Does this law help him out? Is there even such a law?

If he only has liablity(cheapest shit), then no, insurance won't cover it. If it was rocks or shit off of a truck(dirt hauler, rock truck) and it DOES NOT have the 'NOT LIABLE FOR DAMAGE CAUSED BE FALLING ROCKS', then he can go after the company that was hauling the shit for not covering loads properly. If he has full coverage, which most financed/leased cars require for insurance/lender companies, he should have comprehensive.
