my brother gave me 2 15's for christmas and the amp i have now wont work so i need a new one. now i need one as cheap as possible and i need it to be as loud as possible

Well do you want it to be loud or do you want it to be clean? You could buy some cheap ass amp and it will be loud. But it will sound like a peice of shit like those fucking black people cars with the trunk vibrating like a bunch of fucking springs are bouncing around. Spend the money to get a good amp. I'd go with diamond audio.
What are the specs of the speakers? Are the 2 ohm or 4 ohm? Whats the max power ratting and RMS? We can't just recommed AMP X without knowing what you got.
And also, your box and where your speaker fires also affetcs loudness. A sealed box will be cleanest, if you are pushing the right amount of power. Don't hook up a cheap ass amp to a sealed box and expect to be good. You need to push that shit hard. How do you want to face the speaker? Facing it to the back works great, but I prefer to have the speaker downfire on the trunk. I think its louder and hits harder, but thats my opinion.
Once you got all that figured out, then maybe someone can recommend an amp.

First off, it's not fair to say that all "black" peoples cars sound bad. A cheap amp won't make your subs sound loud and bad. Thats more of the sub. An amp is made to put out certain watts to let the SUB play. It's up to the sub if the sound is bad or good. Some amps can make the sub sound worst such as static and amp noise. But as long as you got the watts even from a cheap amp to put to the subs, the subs should sound good depending on the subs and enclosure. A sealed box is cleaner and usually play deeper but if you build a ported box made from the specs of the subwoofer, it will sound good and twice as loud also. But the downside of a ported box is that its usually big. If i were you, i would wire both of the subs together and run it off a mono amp to get the most of it. Make sure you have it in the right size enclosure. A really cheap amp that i recommend that puts out real watts it states is HIFONICS. They can be found cheap on Ebay brand new. I have worked for an audio shop for a while so i know some things.
