If you're gonna hollow it out, make sure to bypass the O2 sensor that's located after the cat or even if you get a high flow, do something about that O2 sensor. Otherwise, you'll get CEL problems, also I heard that if you hollow it out and have it kind of like a straight pipe, your car may have back pressure problems. Better to have a high flow I'd say.

I would also go with the Hi-Flow.

btw, Chicago has unpredictable weather. Snow one week, rain the next, warm after that, snow again.

Yeah, the weather has been really weird here. Snow one day, rain the next, then 2 days later we ar back in the upper 50's!

My car is gunna be 10x faster than yours...haha... I'm gunna buy like 10

just keep it you get no performance increase from a high flow/gutted/no cat not to mention your computor wil not like not having the 02 sensor

I thought I'd heard the stock cat on Celica's was already pretty high-flowing? It's there for a reason, so whether you live in a state that has emissions testing or not, do us all a favor and either keep it or replace it with a high flow cat, don't just remove it or hollow it out.
