i was bored...so i thought of this

it sound crazy and is a very bland picture but w/e

Intake has strong magnet that is activated by some way, maybe hits certain rpms...and it spins fan creating pressure

wouldnt work..it would be more of an obstruction than anything. The problem is is that youd have to use a turbine to build pressure to get any significant results, and that would block the whole Intake pipe. If you used just any electric fan or something of that nature the air would just escape out the other side when pressure began to build, although i dont think the blades could spin fast enough to do it.
