1. does anybody know whether the fog lamp relay is installed in the 2000 gt? if so, where under the dash is it located? (3 hours invested in searching so far spineyes)

2. do the stock gts sideskirts match up with the lines of the front and back gt bumpers?

It is located behind the driver's side interiror kick panel on a 2003 GTS (my car). You might not have the relay (just the plug location) if your car did not come with fog lights originally.

ya that's where toyota runs the relay for the cars that come stock with fogs, the ones that didn't have all the wiring from behind the front bumper into the cabin with all the other wires from the engine bay. on the wiring diagram it show a relay, but that might only be the wiring diagram for the cars with fogs already installed: my dilemma.

i would be very happy if anyone even knew where the plug was that would go to the relay, because installing my own relay is no problem, i just dunno where the plug is

Instead of installing a realy try this (it work well for me)

1. Connect your aftermarket fog lights to the stock wiring behind the front bumper.

2. Wire you aftermarket switch is series with the hot lead of the relay plug and the wire of the plug that goes to the fog lights.

Again, the plug for the realy is behind the driver's side kick panel.

Also, the techincal section of this website contains the complete wiring diagram for the celica. That diagram will tell you exactly what each wire is for the fog light harness as well as what color each wire should be.
