also: when I got the instructions from the CA DMV, on the instructions it doesn't say the plate has to be on the bumper: it just says you have to have a front and rear plate. (this is true)

, no problem, that's just not legal to get a ticket for that.
The exhaust you can just put your stock back on and get it tested. They don't know the difference. When you're done, put your aftermarket back on.
