As I was washing my car, I noticed that the grill on the front that holds the toyota emblem has turned silver, it used to be black, the very very top is still black but you can tell that the black paint has peeled/worn off.

I am not sure how it would happen? Heat from engine, just regular weather, anyways...

Is there anyway to get that grill completly off to re-spray/paint it black again?

Its like a tarnished silver and looks horrible.

That is removable, you need to take the bumper off and there is one screw connecting it. It's not hard, I've done it like 4 times. And hey, do you still want those fog lights? They will fit your car.

touch up paint is a good & quick simple solution. when i installed my kit, it came with a ton of rivets. toyota made me rivet both mesh grills. it's not hard. i don't know how much you know about cars, i would recommend use the touch paint...
