What would be the best offset for the rims having a body kit? 42mm? higher...lower?

Bodykit shouldn't really matter what offset you get, but if you're talking about wide-body, then that's a different story.

I know that a 30 mm offset goes flush with the fenders.

It depends on your rim width.
30mm on 7.5 inch rim is different than 30mm on 6.5 inch wheel!

yes it does if you want it flush with the stock fenders!! When you drop your car, you'll notice that the tires sit in further a little bit, so if you want the same look with better rims, stay with the same offset, if you want it to be flush, get a smaller positive offset, if you want a widebody, then get even smaller positive offset, you might even be able to get a negative offset, ive seen a celica with the APR widebody that had like -10 or something in the rear wheels, but offset would be affected by tire wideth, depening on what kit you get, how far your fenders stick out(widebody or flares), etc..

ok guys i'm getting 18x7.5 wheels with 45mm offset. What would that look like? Will it stick out or be flush with the fender? Would it look good?

I was always under the impression that a 35mm offset for a 17" wheel was ideal or close. Go bigger go closer to around 32mm to 30mm. You get it. 42mm and greater are for Hondas/Acuras. Try to get the offset correct to begin with. Not that you will have any problems getting a 42mm, maybe a 48mm. I don't know. 45 will stick in more than a 35, 40, etc. not push out and fill in.
