What should i do?

so i ordered a pair of tail lights from another member on here on july 19th. i still have not recieved these tails, but the guy swears that he sent them out, but he sent them military postal w/o any insurance or verification angry anyways, this seems like a ridiculously long time for these to get here, and in order for paypal to get me my money back i have to claim with in 30 days (about 5 days now) do you think i should make the claim or just wait? i don't wanna get the shaft here confused

If he sent them out then he should have a receipt, ask for a copy of the receipt. If he makes up some bs excuse, then file the claim with Paypal.
