Actually Ecelica used to sell Real
HID kits as it is not just a bulb but a whole system to produce such an amount of intense light, but with new current federal regulations it is now illegal
to not only have hids in a headlamp not designed for HID use... Unless it Originally came stock on the car and/or fitted with DOT compliant HID headlamps.

but it is also illegal
to sell as well.

Putting in HID's without proper modifications to a headlamp can often cause serious glare upon other drivers especially with the Celica headlamp do to its design.
You may notice little orbs or "ufo's" right above the horizon line of the light output. But those orbs get even more intense when real HID's are installed

Difference of Stock vs HID Celica headlamp pictures

HID Banned in USA - FYI

On or about 7/22/03, I (liteswap) was notified by Catz, along with some other vendors that they received a cease and desist order for the sale of HIDs starting 8/15/03. After that, there was a potential fine of $5k per day.

NHTSA stated that HID retrofit kits are non-compliant because they do not have a filament.

Whether or not this is true, I do not know. I do know however that the folks over at Catz are really worried and scared.

This might not be a "ban on sales" per say, but it might just be NHTSA enforcing non-compliance rules which can carry fines for the sale of non-compliant goods.

I have received some little bits of information here and there and have posted them below:

=============================================
However, the agency's Office of Vehicle Safety Compliance (OVSC) has recently initiated several investigations with potential manufacturers, distributors
, and retailers of HID conversion light sources and kits. OVSC asked several questions relative to the compliance of that equipment with the Federal safety standards and informed those parties of
their responsibilities under Federal law. Manufacturer responses to OVSC's inquiries are due no later than August 15, 2003. Although the agency does list information relative to its investigations on the web at http://www.nhtsa.dot.gov/cars/testing/comply/monthly/, it typically requires some time before the web page is updated.

If you require additional information relative to these inquiries, please feel free to contact me directly at 202-XXX-XXXX.
