Is the vehicle Negative chassis ground?

Also is there and where would I pick up a spare, fused 12V in the passenger compartment?

Yes, chassis is ground. You can "make" your fused 12v by tapping into a 12v line and buying a 2 dollar inline fuse. But, if you want to spend the time, get a meter or a test light, and find one of the spares in your fuse block.

On the inside of the cover to any fuse box, there should always be a diagram that would list the spare fuses if there are any.
