Lets say i buy a set of 17 inch rims w/ tires to match changing from a stock 15 in, do i need to buy anything else or is that all i need?

Nope, all you need is your rims and tires. A drop would be nice to because you don't want to look like a 4x4. 17's are too small for the Celica IMO. 18's are best.

as long as the wheel/tires are properly balanced, it would be simple swap. I would recommend getting some tuner lugs with wheel locks.

i was wondering if you were to go with 18' instead of 17's on a GT will you still be able to move around freely , for example doing u-turns without rubbing aginast the wheel well

^ aslong as the offset on the wheel is between 35-45 mm, you won't have any problems with doing u-turns.
