JDM ECU availibility?

So I've heard that Celica's in the Asian and Euro market are rated at 190hp and that this is largely due to the ECU.

Theorically would it possible to order a JDM speck ecu and swap it into a us speck Celica and get those gains? (Aside from the fact that it would likely be hella $$$).

Is it legal to do this? Would a JDM supplier even sell one to a US customer?
