You have three splash guards under the front of your car, or my 02 celi w/ TRD kit does... I had the same problem your having saggy plasitc, when your oil is changed you have to remove the center of the three peices... The right and left peices are connected to the finder wells. If it is the plastic in the middle of the car but towards the passenger side, directly under the oil pan and plug. (the smallest peice) You should be able to replace the "poppers", that hold it in place and you will be fine. Good luck, sorry if I confused you... Instead of poppers, I think the term push in clip is better. They easily break, so if you buy some from the dealer, pick up a baggy of them. If you change your own oil, I bet you $5 you'll break one in the process.
Cheap plastic crap. I just used screws to hold in one side, then clips on the other, and just spin it out of place to get to the oil drain.

I cut all mine out. The ones that are connected to the wheel wells I just cut off at the base of the wheel well. And,my underbodies glow really cool onto my radiator (soon to be intercooler)
