i am planning on putting the TRD springs, 17" wheels w/ Khumo tires and the APR Flex Control Bar to improve the handling...will these additions give a noticeable change in handling?

the springs and tires will give you the biggest noticable increase in stability.

To really notice a totally different feel get sways bars and/or a rear strut bar, and then it will feel like a totally different ride.
