QUESTION about FUEL CUTOFF

I read somewhere that its better to have a 2000 or 2001 celica than a 2002 or 2003 because of the fact of fuel cutoff. Can anyone clarify this for me

2002 has an early fuel cut off/rev limiter than the 00-01,03 models

The fuel cutoff/rev limiter on the 00-01,03 is 8400.
