I'm going to buy a used '00 Celica GTS 6-speed manual, but I'm not sure about what questions to ask about it. Can anyone help?

How many owners. Ask to see the car's carfax history report http://www.carfax.com/

If it's from a dealer, ask about any warranty. Take it to your own independent mechanic and have him look it over to check for any mechanical problems. It might cost you $20-$50, but it could save you TONS of money in the long run.

whats the mileage?

have there been any previous engine or body work done?

were there any electrical damage or electrical problems?

if there were problems with the car, was it taken care of right away and what caused it?

was the car covered under warranty by a toyota dealer and was serviced, or was it taken care of by another local shop?

what aftermarket parts are on the vehicle?

does the a/c work good?cold?

do they have any maintenance proof?

how often was the oil changed? what intervals? 3k miles?

how often was the coolant flushed and re-filled?

was the car in ever involved in an accident?

how many miles are on the tires? do they still have a lot of tread life?

what was their driving style? fast? racer? granny driver?

etc etc etc and make sure you do a good inspection on the car. good luck

Was the owner a smoker (important if you're not one)?

Do they have documentation for the regularly scheduled services?

what about the lift bolts. aren't they known to break? wasn't there something else with the '00's that go bad?

yes make them replace the lift bolts

if you havent already..

hit lift in it and make sure it works

find out how much there willing to drop the price with a trade (even if your not trading a vehicle) and how much they drop if you pay cash up front.

they are known to break in some cases..but it's really not that common. as iced said..just give it a test drive (which should be a very important factor when determing to buy a car)

well...if your not warmed up then you can't hit lift..period. (fuel cutoff).

but you are right, make sure the car is warmed up.
