No...they are both racing harts. just one machined silver and ones just silver. The only big difference that I see is that the center caps are different.

the top one i think has a chrome lip...

Maybe one is a 3 piece wheel and the other is a 1 piece...i'm not sure

the diffrence bettween the 2. the regular silver ones are painted silver, The machined silver is the natural color of the rim then has a protectant ontop to prevent rust blah blah. So its jsut a slight diffrence but you can tell when you get up close.

alright, the 1st are racinghart c4 and the 2nd are racinghart c2 evo... the only difference is the c2's have longer spokes and the c4's come in multi piece and single piece.
