Im going to get 18x8 wheels with 215/35/18 tires (so far) and i was wondering if this would throw off the speedometer or anything at all?

It's such a small difference...It won't even matter. It'll be like .3 mph difference

will the actual speed be .3mph 'over' or 'under' the speedometer?

As long as the plus sizing is right you will not have a problem. The place you buy it from should do this for you. They should have the right size all figured out for you. But you might want to double check.
