I wouldnt get the kit untill you have the ability to get lowered at the same time. But If that doesnt matter to you. I'd get the rims. I think it looks silly when someone has this crazy awesome body kit and stock rims.
Rims.

I will drive my celica a lot and I hope I will not damage the car when driving through speed bumps in the mall. I am wondering if I can a 17" wheel, how much lower should I get?

Go with 18's especially if you're going to be getting a kit sometime in the future because the 17's will look too small.
