a while a go i saw a post with this guy who tinted his taillights (not the bat kit) it looked real tight on black his reverse light stood out so it looked so clean. if you guys have a pic of this or anything please post

It may have not been the Batmobile kit, but I'm pretty sure it was almost identical - in other words, he used vinyl.

yeah thats tight...but i believe its illegal..im not sure though correct me if i am wrong

It almost looks like he used window tint. Buy BlueBat's kits, those look great, his service is quick, and he has great prices.

Yes the laws do vary per state, but there are a few unversals you can go by and be safe:
Brake lights need to be Red
Your Turn signals need to be either Red or Amber (yellowish)
And your reverse lights are supposted to be white. But is hard to tell anyways, because you have to be going in reverse in order to see.

If you stick to those rules you'll be fine. As far as tinting goes, i suppose that if you can see all the brakes and everything, you'd be fine.
