  ebay seller not responded what do i do?

2000 Absolute Red Celica GT

so i ordered some tokico shocks/struts from the seller motorsportsdirect on march 25th and he received my paypal payment on the 30th. I have got no response from him yet after 2 emails that i've sent him. He has great feedback with 90 something % positive. It says they should ship the day the payment is recieved or the following day in his description. It's almost been a month and im getting very impatient. Should i turn this in now or wait even longer?

If you can't communicate with seller, one month is kind of long enough, I say you wait one more week and you report the seller to ebay + Paypal. Anyway, I think paypal will cover you, they usually do for up to 1000$ bucks.. But that's lame, I would be so damn impatient..

file a complaint on him and keep sending him emails that's what i did to some guy cuz my order was taking forever so i ended up gettin my $$$ and my dvd's for free.
